The 44-year-old reality TV star jumped at the offer as she wanted to make her boobs bigger, but Chloe's surgeons "couldn’t fit them in" her body.
Appearing on the latest episode of the We Need To Talk podcast, Chloe told 51-year-old host Paul Carrick Brunson that she got a boob job aged 26 because of insecurities as a child.
The blonde beauty recalled: "The look back then was like all boobs, nothing else, skinny boobs. That's what the glamour models looked like at the time.
"I really wanted to have a big chest, I was obsessed with that, and I thought that was going to change all my dreams."
Chloe planned to go bigger after she was offered free surgery following her signing on ITV's The Only Way Is Essex in 2011.
The star continued: "And then I did that, and when I went on to TOWIE, I got offered every surgery in the world. I could have had anything I wanted for free. So then I wanted to go bigger.
"And as luck would have it, someone must have been looking down on me. They couldn't fit them in."
Chloe told the surgeons that she wanted her cleavage to be "big and fake", and they told her that they would try their best.
But when she woke up from the surgery, Chloe faced disappointment and the start of a long-lasting regret over her new boobs.
Chloe recalled: "They were like, 'We're really sorry. They wouldn't fit. So we have to give you whatever size."
The media icon - who quit The Only Way Is Essex in 2022 - noted that she still has those implants, but Chloe has wanted them removed for "about five years".
She added: "I just can't be bothered to go and have a major surgery for no reason really. I'd rather wait until I need to take them out.
"It's been something that I really would love to take them out. I don't want them anymore. It's not a good look."
Chloe - who does not like the idea of having the big operation due to being put asleep, and suffering with pain during the recovery period - even tries to "hide them most of the time" when she goes out because it "isn't the look that I want to portray".
The House of Sims star added: "I think, 'Oh, my boobs look too big.' That's how I feel now."
Chloe wants her former breasts.
She said: "I would really like to have my old boobs back or something a lot more natural and smaller."
