The director - who helmed season 15 episodes The Robot Revolution and Lucky Day in the most recent series with Ncuti Gatwa - has opened up about the iconic BBC show's latest run, which was co-produced with the studio.
He told Deadline: "I don’t think anybody would doubt the skills at the front line of that show but something went wrong.
"I think there were lots of areas you could point fingers at but ultimately it wasn’t a better show with more money.
"And that’s a good thing, because we haven’t got the money anymore, nobody has."
Hoar was speaking in a joint interview with executive producer Matthew Bouch about their new "genre-based" company Multitude Productions, which has been co-founded with West End producer Jason Haigh-Ellery.
Bouch suggested there is a gap in the market ready to be exploited.
He added: "We’re driven by our passions but also seeing that there is a gap in the market in the UK – particularly with the well-publicised dropping off of Doctor Who – for genre-based British IP.
“We look back at when we were young with a degree of nostalgia but also thinking about the 70s and 80s as we were growing up and the amount of genre material that was available, whether it was Blake’s 7 or the Narnia adaptation. "We are looking to the international market and seeing if there is a way of dovetailing that British low-budget sensibility with international markets."
There was uncertainty surrounding the programme after the BBC’s partnership with Disney came to an end following the most recent season.
However, reassurance has since been offered by the broadcaster, with BBC chief content officer Kate Phillips confirming the series will continue.
It has also been announced that Russell T Davies will return to write a new Christmas special later this year.
