The nation's youngest government minister Mykhailo Fedorov has scrapped dozens of Soviet-legacy laws to encourage the creation of a new generation of weapons for Kyiv's war with Russia's invading troops.
Over 200 Ukrainian companies are involved in the effort with state rules eased and the establishment of a free market.
Fedorov, 32, told the Sunday Telegraph newspaper: "You know war starts with one level of technology and ends with a totally different level of technology."
The minister for digital transformation is not pinning his hopes on the creation of a miracle weapon but knows the value of technology in saving the lives of Ukrainians.
Fedorov said: "We don't have many people and we value the lives of every soldier."
The minister's latest project is the creation of an "Army of Robots" to complete tasks that soldiers would need to risk their lives to do.
Automated machine guns with artificially intelligent aiming systems that do not require human interaction have already arrived on the battlefield.
There have also been announcements made about the creation of robots that can lay Ukrainian mines and dig up explosives left in the ground by Russian troops.
Fedorov explained: "We want robots that can absorb as much of the enemy's firepower as possible, so we can be flexible and avoid losing the lives of our soldiers."
